Syracuse has three broad goals and Buffalo has seven. Of the seven goals all but two compare to the Syracuse goals.
The first goals of both plans discuss making preservation a priority.
Syracuse's second goal is comparable in spirit to Buffalo's third goal and although the language is different the spirit is the same.
- Syracuse "celebrates" the diverse forms and fabric of the city.
- Buffalo wants to expand the understanding and appreciation of the city's history among the citizens.
The third Syracuse goal deals with the economic benefits of preservation as does Buffalo's 2nd, 4th and 5th goals.
- Syracuse seizes the economic opportunities of preservation.
- Buffalo wants preservation to be a catalyst to bolster the city economy
- Buffalo wants preservation to attract new city residents.\
- Buffalo wants the financial where-with-all to advance preservation.
Buffalo has two additional goals:
Goal 6: The Board to assume a leadership role in stewardship of publicly owned historic and cultural resources.
Goal 7: To expand the influence and authority of the Board.
